Abstract: The two-gap model of development, popularized especially by Chenery and associates, has been used widely in analyses of foreign aid requirements of less developed countries (LDCs).

Despite several criticisms of both the theoretical structure and statistical implementation of the model, no widespread test of its adequacy has been undertaken. Summary of content' The book under review [Chenery ()] is an effort to produce some `degree of synthesis' (p. xvii) in a series empirical evaluation of the two-gap model of development.

However Oyinlola () concluded that FDI has negative effect on economic development in Nigeria using the Chenery and Stout’s two-gap model.

Akinlo () found that foreign capital has a small and not statistically significant effect on economic growth in Nigeria. The two-gap literature recognized the danger of aid dependency, and stressed the need for countries to increase their domestic saving rate if they were going to attain self-sustained growth (see, for example, Chenery and Strout ()).

An acute shortage of foreign exchange has been a recurring problem for many developing economies. In the development planning literature, the problem is usually discussed within the framework of the ‘two-gap’ or ‘multi-gap’ models developed and elaborated during the sixties.

For bilateral foreign aid the percentage going to development expenditures is 67% whereas 54% of aid from all other sources is spent for non-developmental purposes.
